Thanks to everyone who gave me advice. It turns out that the previous owner had work done to the carb in the past and had indented the edge where ther screw is with a screwdriver. After much frustration I set the screw so that the slot would point at the indentation (I had done that in the past, but I might have been a half, or a whole turn off)and the power came back after about 30 seconds of riding it (before that I had adjusted the screw and went a few yards trying to find power and did that over and over again).
